Abstract

The notions and jargon in the field of planning and development policies, which originated in military and engineering terminology, became common in economic literature and political discourse, but have not yet been integrated into the conceptual core of the general theories of economic science.

This “state of the art” is inextricably associated with a severe limitation to formulate and undertake the great transformations required by historical progress. The demand for democratic organization, together with such transformations, puts this field at the forefront of economic science.

The present article addresses the central concepts of economic theory in the context of the historical process of capital accumulation. Within these concepts, emphasis is placed on planning, its history and evolution. This task aims to incorporate planning theory into a broader conceptual field, which covers the economic theory of the State, History and Culture.

This paper responds to the need for a synthesis that encompasses a broad field of individual sciences in a coherent and cohesive body. Given its practical scope, the economic theory of planning has the potential to revive the reciprocally isolated fields into which social science has been scattered.
